Ontario proposes Blue Box changes that could affect recycling services

The province wants more transparency around recycling costs and is exploring future options for hard-to-recycle plastics.

The Ontario government is proposing changes to the provincewide Blue Box recycling program to improve transparency, strengthen accountability and help control costs for businesses.

Proposed legislative changes would allow the province to regulate contracts between producer responsibility organizations and businesses that pay for recycling services. The goal is to create more predictable fees and clearer reporting on program costs.

Ontario is also consulting the public and recycling industry on potential changes to service requirements for recycling carts and bins, as well as future collection options for hard-to-recycle flexible plastics.

The province is also considering replacing the program’s current administrator with an independent administrator.

Ontario’s Blue Box program serves more than five million households. Producers, including brand owners, importers and retailers, are responsible for funding and operating recycling services.

The proposals do not announce immediate changes to recycling collection in Kingston.
