Kingston is changing the way groups can request illuminations at City Hall and Springer Market Square starting Jan. 1st, 2026.
City Council approved updates to the First Capital Illumination Policy on June 17, 2025. The changes aim to better manage a high number of lighting requests and ensure each display is meaningful.
The updated policy allows for 90 illuminations per year—72 of those can be requested by local non-profits or charities. The remaining 18 are reserved for occasions aligned with the City’s values and Strategic Plan.
Applications will now be reviewed every three months instead of first-come, first-served. Around 15 to 20 will be approved each quarter.
Monthly orange light displays for reconciliation will continue and won’t count toward the yearly limit.
The City says these changes help balance demand while supporting community expression.
