Three males were seen on bicycles in the Armstrong-Bath area.
Three people are being sought after what Kingston Police are describing as an incident near the Frontenac Mall.
Police investigators say a person was surrounded by three individuals on bicycles around 6 pm on June 24 in the area of Bath Rd and Armstrong Rd.
They say the individuals were engaging in a intimidating and harassing manner preventing the person from leaving the area.
Investigators described the suspects as white males, with blonde hair dressed in t-shirts and shorts wearing backpacks. One was wearing glasses.
