Five members of the City’s Licensing Enforcement Services management team will be appointed as special constables pending approval.
The City of Kingston is developing a new special constable program aimed at improving community safety through greater transparency, accountability and oversight.
If approved by the Solicitor General, the Kingston Police Services Board will appoint five members of the City’s Licensing Enforcement Services management team as special constables. A detailed report outlining the program’s roles, powers and accountability framework will be presented to City Council on Tuesday, November 4.
The special constables will work alongside bylaw officers to handle public safety concerns on City property, allowing for faster response times and coordinated action when police assistance is not immediately required.
Oversight of the program will come from three levels — the Inspector General of Policing, the Kingston Police Board and the City of Kingston — ensuring transparency and public trust.
Training will begin later this year, with a full rollout expected by mid-2026.
