
Council will review a detailed report on the project at tonight's meeting.
The former Davis Tannery lands at 2 River St. are one step closer to transformation after the Ontario Land Tribunal approved Official Plan and zoning amendments on July 25, 2025.
The decision follows a five-week hearing in early 2024 and clears the way for four mixed-use buildings, a waterfront park, and open space.
The planned development includes roughly 1,670 apartments and condominiums, 3,600 square metres of commercial space, and 6,000 square metres of flexible commercial or residential space. Next steps include submitting a subdivision application, completing technical studies such as a Traffic Impact Study and Environmental Site Assessment, and carrying out required soil and groundwater remediation.
Tree removal and wetland remediation will also take place, while climate risk mitigation and shoreline engineering will be incorporated. Kingston City Council will review a detailed report on the project on Sept. 16. The redevelopment promises to clean up the city’s largest brownfield site while adding housing, commercial space, and public waterfront access.
