City hopes to add special constables to address growing community safety concerns

The new officers will work for the City and will not replace existing Kingston Police officers.

The City of Kingston is looking to add a new line of special constables.

These special constables will be assigned to respond to incidents such as encampments on city property.

In a news release, the new officers will be employed by the City to address the most pressing community safety concerns enabling a more timely and safe responses to incidents. 

They say the special constables will not replace existing Kingston Police officers.

The City says the plan to roll out the new officers is in response to increasing public safety demands, and pressures faced by Kingston Police.

The special constables would have most of the powers that are given to a Kingston Police officer.

They would be able to make arrests but will then hand over responsibility for the person to a Kingston Police officer.

They say the City will ask the Solicitor General for authorization to employ special constables.

Once that is given, the Kingston Police Service Board will appoint five enforcement management staff as special constables.

The City expects approvals, partnerships and training of special constables to be in completed by the end of 2025.
